It serves as a physical guide to tell the driver exactly where to stop pulling in. It prevents the car from hitting the back wall of the garage or crushing items stored there. It is tough enough to withstand the weight of a vehicle rolling into it but soft enough not to damage the tire or the bumper upon low-speed impact.
